Abstract
Purpose

This study was aimed at providing the basic checklist as a means to assess the crime risk in physical environment of the pedestrian passage at residential area.

Method

For this purpose, the preliminary checklists were selected according to the review of the precedent studies of checklists in exterior pedestrian passage. The usefulness and the importance of the preliminary checklists were analyzed through the seven expert group meetings, the 87 questionnaires survey of the crime experts & the architectural/urban experts, preliminary assessment and field survey.

Result

The assessment categories of checklists were sorted into six types, i.e. spatial structure & function, lighting, landscaping, security facilities, other facilities and cleaning & maintenance. The 49 checklists were proposed according to the assessment categories. The final checklists were divided key checklists and general checklists based on the results of experts' weighting of each list item. There were significant differences between crime experts' weighting and architectural/urban experts' weighting in several checklists, i.e. dividing between pavements and streets, the brightness of light, white light

1. 서론
1.1. 연구의 배경 및 목적1)

최근 매스컴 등을 통해 경제협력개발기구(OECD) 34개 회원국간의 범죄율을 비교한 결과, 인구 10만명당 살인건수에 있어서 한국은 6위이며 인구 10만명당 강간건수에 있어서 한국은 11위라는 사실이 보도되었다. 또한 2001~2010년 10년 사이 강력범죄(살인·강도·강간·방화 등) 증가율 84.5%라는 사실도 보도되었다2). 이와 같이 우리나라 범죄율이 다른 나라에 비해 낮은 편이 아니며 최근 10년 사이에 증가 되고 있음을 확인 할 수 있었다.

한편 범죄율의 급증은 인간의 기초적 활동이면서 운동, 교통수단인 보행활동(최창규 외, 2013)자체를 제한하고 있다. 특히 주거지역의 어둡고 폭이 좁은 소규모 보행로의 경우 많은 사람들이 불안감을 느끼면서도 일상생활을 유지하기 위해 사용하지 않을 수 없는 공간이다.

따라서 주거지내 소규모 보행로에서 범죄로부터의 불안을 저감시키기 위하여 국내 보행로를 대상으로 범죄 위험도를 평가할 수 있는 체크리스트가 필요하다. 그러나 국내 체크리스트는 소수이며, 국외 체크리스트는 국내 보행로 평가에 적합한 지에 대한 체크리스트의 타당성이나 효용성에 대한 충분한 검토가 이루어지지 못한 실정이다.

그러므로 본 연구는 범죄로부터 안전한 보행로 체크리스트 개발의 기초연구가 되기를 희망하면서 현재 우리나라 주거지역 소규모 보행로의 물리적 환경을 대상으로 하는 범죄 위험도 평가 체크리스트3)를 도출하려한다.

1.2. 연구의 방법 및 범위

연구내용 및 방법은 다음과 같이 구분할 수 있다.

첫째, 국내외 범죄예방환경설계를 위한 보행로와 보행로 관련 체크리스트 등의 선행연구를 고찰하였다(그림1 참조).

둘째, 건축학분야 연구원 4명과 범죄학분야 연구원 1명이 범죄 위험성 평가를 위한 소규모 보행로 평가 체크리스트 개발을 위한 평가목표, 평가방식, 평가대상, 평가항목, 체크리스트 등을 예비로 설정하였다.

셋째, 셉테드4) 전문가들로 이루어진 자문단5)과의 7차에 걸친 회의를 통해 예비 평가목표, 평가방식, 평가대상, 실행목표, 평가항목, 체크리스트 등을 수정 보완하였다.

넷째, 체크리스트 타당성 등을 평가하는 설문조사의 대상은 2개의 전문가 집단인 범죄 전문가 48명과 도시/건축 전문가 39명을 대상으로 한 설문조사를 실시하였다. 범죄 전문가는 경찰교육원에서 교육 중인 교육생 중에서 실무적으로 셉테드와 관련 있는 경찰지구대와 생활안전(범죄예방) 부서에서 일정 기간 이상 근무 경험을 갖춘 현직 경찰관들을 대상으로 조사하였다. 전문가 집단을 대상으로 한 설문 결과를 기반으로 실행전략, 평가항목 등을 수정 보완하였다. 또 체크리스트 중요도 평가에 의해 핵심 체크리스트와 일반 체크리스트로 구분하였다.

다섯째, 앞에서 도출한 예비 체크리스트에 의해 서울시 소재 주거지역 소규모 보행로 2개를 평가하여 체크리스트의 유용성을 검토하였다.

본 연구에서 평가대상인 주거지역 소규모 보행로에 정리하면 다음과 같다. 주거지역은 저층주택과 중층주택을 중심으로 하는 지역을 말한다. 소규모 보행로는, 대중교통수단 즉 지하철, 버스, 택시 승강장에서 하차하여 자택의 대문 또는 현관까지 가는 보도만 있거나 보도와 차도가 함께 있는 보행공간으로 설정한다. 보행로는 『도시계획시설의 결정·구조 및 설치기준에 관한 규칙』제9조(도로의 구분)에서 정한 규모에 따른 도로의 구분에 근거하여 가장 좁은 폭 8m 미만의 소로 3류로 제한하였다.


2. 선행연구 고찰

선행연구 중 범죄불안감과 물리적 환경간의 관계에 대한 고찰 결과는 다음과 같다.

환경설계를 통한 범죄예방이론은 설계(Design)와 범죄와의 상관관계를 설명한 제프리(Jeffery, R.)의 범죄예방환경설계(Crime Prevention Through Environmental Design)라는 저서에 소개되었다. 또 방어공간이론(defensible space theory, 1973)이 오스카 뉴만에 의해 발표되면서, 범죄율과 건축적 환경 간에 의미 있는 관계가 있음이 밝혀졌다.

그 후 범죄 불안감이 인간의 행태에 미치는 영향에 대한 연구(Fisher와 Nasar,1992)6)와 CPTED와 범죄 불안감과의 관계에 대한 연구(John R. Minnery, Bill Lim, 2005)7) 등 많은 관련 연구들이 있었다. 이런 연구들을 통해 범죄불안감이 물리적 환경에 영향을 받는 다는 사실을 알 수 있었고, 범죄예방환경설계의 중요성을 확인할 수 있었다. 또한 범죄예방환경설계의 기본 원리로서 감시성, 영역성, 접근통제, 활성화, 유지 관리 등이 중요시(Newman, O., 1972, Moffat, R., 1983)되면서 국내에서도 이러한 기본원리를 큰 개념의 틀로 하여 여러 연구들(박형민외, 2009, 이형복, 2010)이 행해짐을 알 수 있었다.

또 선행연구 중 범죄 위험성 평가를 위한 보행로 체크리스트에 대한 고찰 결과는 다음과 같다. 보행공간의 범죄로 위험성 평가를 위한 구체적인 체크리스트나 디자인 가이드라인의 필요성에 대해 언급한 연구(Crowe, 2000, 이은혜외, 2008, 최광모 외, 2009, 최창규 외, 2013)는 다수 있었다. 보행공간의 범죄로부터 안전성과 관련된 계획 요소에 대해 언급한 연구(이은혜외, 2008, Minnery & Lim, 2005)도 다수 있었다.

국외에는 범죄로 위험성 평가를 위한 보행공간에 대한 체크리스트들(표1 참조)이 국가나 지역단위로 존재함을 표1 싱가폴의 셉테드 적용지침 중 체크리스트(2003), 일본의 足立區 방범 환경 기준(2012), 미국 버지니아주의 셉테드 가이드라인(2005)을 통해 알 수 있었다. 이 체크리스트들은 국가 부처나 지방자치단체, 안전관련 위원회 등에 의해 만들어졌음을 알 수 있었다. 평가대상은 다양한 개발지역의 보행로를 대상으로 하고 있었다.

위에서 언급된 체크리스트들의 평가체계상에서 보행로에 대한 체크리스트가 독립되어있는지를 알아보았을 때 대부분의 경우 ‘동선계획’, ‘보/차도’와 같은 관련 평가항목을 만들어 보행로를 독립적으로 다루고 있었다. 또 다른 평가항목의 내용에도 보행공간 관련 내용이 있었다.

그밖에 일본 “방범 우량 맨션표준 인정기준”의 체크리스트의 경우 필수사항 체크리스트와 장려사항 체크리스트로 구분하여 최저기준과 유사한 역할을 하고 있었는데 국내에서도 활용해 봄직한 평가방법이라고 생각되었다.

그러나 국내 범죄로부터 안전성 확보를 위한 보행공간 체크리스트들을 조사 분석한 결과, 관련 체크리스트 자체의 수가 소수였고 (서울시 균형발전 본부, 2009, 최광모 외, 2009, 한국셉테드학회 2012), 국가의 부처나 지방자치단체가 만든 보행공간 체크리스트는 더욱 적었다. 또 현재 보행공간 체크리스트의 평가대상은 서울시의 체크리스트의 경우 뉴타운지역에 한정되어 있고, 한국셉테드학회 체크리스트의 경우 공동주택지역에 한정되어 있었다.

국내외 관련 선행연구 고찰 결과를 종합하면, 현재 범죄로부터 안전성 확보를 위한 국내 여건에 적합한 보행공간 체크리스트의 필요성을 확인할 수 있었다. 그러나 국외 체크리스트에 비해 국내 여건에 적합한 보행공간 체크리스트는 소수이며 실제 활용하기에는 아직 보행로 특성별 체크리스트의 타당성이나 효용성에 대한 검토가 충분히 이루어지지 못한 실정임을 확인할 수 있었다.

3. 예비 체크리스트 선정과 수정/보완
3.1. 평가목적과 평가목표

선행연구 고찰을 바탕으로 체크리스트 도출을 위한 논리적 바탕을 마련하고자 평가목표, 평가대상 등을 정하였다. 초기에 정한 평가목표, 평가대상 등을 7차에 걸친 전문가 자문단회의를 통해 수정 보완하였다. 수정 보완된 평가목표, 평가대상 등을 정리하면 표2와 같다(표2 참조). 본 연구의 평가목표는 주거지역 보행로에서 범죄 불안감 저감을 목표로 하였다. 체크리스트의 평가자는 해당 자치구와 같이 범죄로부터 위험도 평가를 원하는 기관/개인으로 설정하였다.

평가 대상 보행로의 범위는 주거지역 보행로로 한정하되, 대중교통수단 즉 지하철, 버스, 택시 승강장에서 하차하여 자택의 대문 또는 현관까지로 정하였다. 전문가 자문단회의를 통해 보행로의 폭을 구체적으로 제한할 필요성을 파악하였다. 그 결과, 폭 8m 이상의 보행로에서 아이들이 안전감을 느낀다는 선행연구(이웅희, 정석, 2012) 등을 참조하여 연구 대상 보행로는 『도시계획시설의 결정·구조 및 설치기준에 관한 규칙』 제9조(도로의 구분)에서 정한 규모에 따른 도로의 구분에 근거하여 가장 좁은 폭 8m 미만의 소로 3류로 제한하였다. 단, 개인재산에 해당되는 사적 공간이나 사적 시설이 아닌 공적 보행공간에 한정하였다.

대상범죄는 환경의 기회적 요인을 활용한 범죄라 도시/건축분야의 주 연구 대상이 되는 주거침입 강도 및 절도, 노상강도와 절도(강석진, 이경훈, 2010)로 한정하였다.

평가방법은 3단계 즉, 도입단계, 발전단계, 정착단계로 구분할 수 있는데 본 연구는 1단계 (도입단계) 중 물리적 환경에 대한 위험지역 인지성을 평가할 수 있는 체크리스트 도출에 집중하였다. 평가방식은 자문단과의 회의결과를 반영해 디자인을 저해하지 않는 범위 내에서 가능한 모든 체크리스트를 정성적 평가지표로 작성하여 평가 포괄성을 추구하기로 하였다.

3.2. 실행전략과 평가항목

초기에 보행로의 물리적 환경을 고려하여 5개 실행전략과 세부 실행전략을 수립하였다. 이 실행전략을 범죄예방설계 전문가 자문단 회의, 전문가 집단별 설문조사 내용분석 등을 토대로 수정하였다. 그 구체적인 내용은 다음과 같다(표3 참조).

기존에 평가항목을 보행로, 조명, 조경, 보안시설로 구분하였다. 그러나 보도 표현이 막연하고, 범위가 넓어서 몇 개로의 구분이 필요하다는 설문 응답자들과 자문회의 위원들의 의견이 있었고, 보도를 보행로의 폭, 담장 등과 분리하여 주변 건물, 인접시설, 가로시설물, 유지관리를 평가항목으로 만들 수 있다는 의견이 있었다. 따라서 평가항목을 ‘보도’를 3개의 평가항목 즉, 공간구조와 용도, 기타 시설물, 청소와 유지관리로 세분했다. 그 결과, 평가항목을 공간구조와 용도, 조명, 조경, 보안시설, 기타 시설물, 청소와 유지관리로 정하였다(표4 참조).

3.3. 체크리스트의 수정보완

앞에서 설정한 평가목적, 평가 목표, 실행전략, 평가 항목 등에 의거하여 42개 예비 체크리스트를 선정하였다. 예비 체크리스트들은 ‘표1’에서 다룬 국내외 체크리스트들의 세부 내용을 참조하여 만든 것이었다.

예비 소규모 보행공간 평가 체크리스트에 대한 자문단과의 회의내용을 바탕으로 연구진이 다시 논의하여 수정근거와 이유, 수정 후 체크리스트를 표5에 정리하였다(표5 참조).

*Seoul City New Town CPTED Guideline(2009), KCA CPTED certification checklists(2013), Singapore CPTED checklists(2003), Japan- 足立區 Safe environment: Rensidential development checklist(2012), Japan- “CPTED manshions certification” checklist(2008), USA-Virginia CPTED Guide (2005) and Advisory groups’ opinions were reviewed and reflected.

체크리스트의 수정 방향과 그에 따른 예시를 요약 정리하면 다음과 같다. 첫째(①), 셉테드 기준이 자칫 설계의 자유도를 저하시킬 수 있다는 자문회의 결과에 근거하여, 디자인을 저해하지 않는 범위내에서 수정 보완하고자 하였고 평가목적을 추가 설명하고자 하였다. 그 예로 “보행로의 관목이나 생울타리는 75cm이하로 식재되어 있는가?”를 “보행로에 생울타리는 수상한 사람이 숨거나 뛰어넘을 수 없게 충분한 높이와 폭 이상으로 설치되어 있는가?(예:높이 75cm이하, 폭 1.5m이상)”로 수정하였다. 둘째(②), 평가자에 따른 셉테드에 대한 이해도의 차이를 고려해 체크리스트의 이용이 용이하도록 구체적인 설명의 추가가 필요하다는 자문회의 결과에 근거하여, 다양한 예시를 제시하는 방향으로 수정하였다. 예를 들어 ‘보행로에 범죄자가 숨을 수 있는 공간, 시설물 등이 있는가?’라는 체크리스트에 이에 대한 예시로 ‘예: 보행로에 면하는 빈터 등’을 추가하였다.

체크리스트 수정 후, 6개 분야(평가항목)에 총 42개의 체크리스트를 제시하였다.


4. 중요도에 대한 설문조사 결과
4.1. 개요

설문조사에 의해 범죄 전문가와 도시/건축 전문가간의 체크리스트에 대한 중요도를 조사하였다. 중요도 평가 결과에 의해 핵심 체크리스트와 일반 체크리스트로 구분하였다. 그리고 체크리스트에 대해 전문가 그룹별 중요도에 대한 응답내용에 차이가 있는 지를 알아보았다.

범죄 전문가와 도시/건축 전문가 두 개의 그룹으로 나누어 설문지를 2012년 10월20일부터 11월15일까지 50부씩 배포하였다. 회수된 설문지 중 응답한 내용이 성실하지 않다고 판단되는 설문지를 제외하고 총 87부의 설문지를 분석에 활용하였다. 설문내용은 응답자의 일반사항(전문분야, 전문분야에서의 업무 수행기간, 소속기관, CPTED에 대한 이해정도 등), 세부 체크리스트에 대한 중요도 등이었다.

범죄 전문가와 도시/건축 전문가는 각각 48명과 39명이었다. 전문가들의 관련 업무 수행기간에 대해 약 76%의 응답자가 5년 이상이라고 응답하였다. 응답자의 소속기관은 지자체나 경찰청, 대학교, 일반기업 등이었다. CPTED에 대한 이해정도에 대해 범죄전문가와 도시/건축 전문가에게 설문한 결과, 두 집단별 차이가 없는 것으로 나왔다. 단, 범죄 관련 전문가와 도시/건축 관련 전문가의 CPTED에 대한 이해정도는 각 각 4.60점과 4.54점으로 대부분 응답자가 약간 잘 알고 있다(4점) 또는 매우 잘 알고 있다(5점)로 응답했음을 알 수 있었다.

4.2. 설문결과 분석

범죄 전문가와 도시/건축 전문가 두 개 그룹의 세부 체크리스트 중요도에 대한 응답 결과를 바탕으로 체크리스트를 핵심 체크리스트와 일반 체크리스트로 구분하였다(표6 참조). 핵심 체크리스트는 두 그룹 모두 해당 체크리스트를 약간 중요 또는 매우 중요(4점 이상)하다고 응답한 체크리스트로 선정하였다. 일반 체크리스트는 핵심 체크리스트를 제외한 체크리스트를 일반 체크리스트로 선정하였다.

그 결과, 범죄 전문가와 도시/건축 전문가 두 개의 그룹 모두 중요시했던 핵심 체크리스트를 살펴보면8), 다음과 같다. 범인 숨을 수 있는 공간/시설물/나무 등의 유무, 보행로 조명은 적절한 거리에서 타인의 얼굴을 인식할 정도로 조명이 충분히 밝은지 여부, 전방시야 확보가 용이하도록 교목의 지하고는 충분히 높은지 여부, 안전 경보장치와 비상벨 등 위험발생시 도움장치가 눈에 잘 보이는 곳에 설치되었는지 여부 등이 있었다. 특히 범인 숨을 수 있는 공간/시설물/나무 등의 유무, 보행로 조명이 타인의 얼굴을 인식할 정도로 조명이 충분히 밝은지 여부, 전방시야 확보가 용이하도록 교목의 지하고는 충분히 높은지 여부 같은 체크리스트들은 셉테드 기본원칙인 가시성과 관계가 깊기에 핵심 체크리스트로 선정되는 것이 타당하다고 판단된다.

실무에서 활용시, 핵심체크리스트는 최저기준과 유사한 개념으로 필수적으로 지켜야 하는 체크리스트로 명기하고, 일반체크리스트는 지키는 것을 장려한다고 명기하는 것이 바람직할 것으로 판단된다.

그밖에 보행로의 물리적 환경 체크리스트에 대한 중요도는 전문가 그룹에 따라 차이가 있을 것인지에 대한 가설을 설정하였고 이를 검증하는 작업은 국내 관련 연구에서 많이 시도되지 않았던 작업으로 의미 있는 작업이라고 판단된다(표6 참조). 통계 분석(t-test)에 의한 가설검증 결과, 다음과 같은 체크리스트들에서 두 전문가 그룹간에 유의적인 차이가 있음을 알 수 있었다. 평가항목 공간구조와 용도와 관련된 체크리스트로는 보도와 차도의 분리 여부가 있었다. 조명 관련 체크리스트로는 보행로의 조명은 적절한 거리에서 타인의 얼굴을 인식할 정도로 충분히 밝은지 여부, 보행로 조명이 백색등인지 여부 등이 있었다. 조경 관련 체크리스트로는 나무 화단 등의 관리상태 양호 여부가, 기타시설로는 보행로 파손시 연락처나 연락방법을 눈에 잘 보이게 표시 여부가, 청소와 유지 관련 체크리스트로는 보행로의 파손 여부 등이 있었다. 앞의 모든 체크리스트에 대해 범죄 전문가는 도시/건축전문가에 비해 좀 더 중요하다고 응답하였다. 하지만 범죄전문가는 도시/건축전문가 모두 해당 체크리스트들을 보통보다 중요한 체크리스트라고 평가하였다.

지표별로 범죄 전문가가 도시/건축전문가보다 중요하게 생각한 이유를 “보차분리”라는 체크리스트를 예를 들어 유추해보면 다음과 같다. 보차분리라는 체크리스트에 대해 도시/건축전문가는 교통사고부터의 안전성 확보의 중요성을 주로 생각하지만, 범죄 전문가는 노상에서 오토바이를 이용한 날치기, 유괴나 납치, 주차된 차량 뒤에 몸을 숨기고 있다 나타나는 범인 등을 생각할 때 “보차분리”라는 체크리스트를 도시/건축전문가보다 중요하게 평가 했을 수 있다. 보행로의 조명은 적절한 거리에서 타인의 얼굴을 인식할 정도로 충분히 밝은지 여부와 보행로 조명이 백색등 인지 여부는 위험한 보행로에서 수상한 사람의 얼굴을 인식하는데 중요한 요소이기 때문에 범죄 전문가가 도시/건축전문가보다 중요하게 생각한 것으로 판단된다. 또 나무 화단 등의 관리상태 양호 여부, 보행로 파손시 연락처나 연락방법을 눈에 잘 보이게 표시 여부와 보행로의 파손 여부는 깨진 유리창 이론(brokem window theory)9)에서 언급되었던 것처럼 주변 환경의 정리정돈과 청결은 해당공간이 감시되고 관리되고 있다는 것을 알리는 요소라고 판단하였기에 중요시 했던 것으로 판단된다. 반면, 도시/건축전문가는 범죄 전문가와 달리 범죄 취약공간이나 도주경로 등 범죄 관련 공간에 대한 분석 경험이 적어서10) 범죄 예방차원에서의 중요도를 높지 않게 생각한 것으로 유추된다.


5. 예비 체크리스트에 의한 평가 및 현장 답사

앞에서 도출한 예비 체크리스트에 의해 서울시 소재 주거지역 소규모 보행로 2개를 평가 및 현장 답사를 통해 체크리스트의 유용성을 간단히 검토하였다(표7 참조). 2개 보행로는 중랑구 중화동 중화역 근처 보행로(district 1) 와 송파구 마천동 마천역 근처 보행로(district 2)를 대상으로 하였다.

실제 현장에서 체크리스트에 의한 평가를 실시하면서 체크리스트의 수정 보완이 필요하다고 생각한 것은 크게 2가지로 정리할 수 있다.

첫째, 체크리스트에 대한 평가자의 해석이 달라서 평가 결과가 다르게 나올 수 있다는 사실을 고려하여 체크리스트에 대한 구체적인 설명의 추가가 필요하다는 사실을 확인 할 수 있었다. 예를 들어, 전후방 시야확보가 용이한 형태의 보행로인가? 에서 전후방 시야를 어느 정도까지 확보해야 할지에 대한 기준 또는 예시(예-우수: 60m초과, 보통: 60m이하 30m이상, 나쁨:30m미만)가 필요하다고 판단되었다. 또 교목의 지하고가 시야를 가리지 않을 만큼 충분히 확보되어있는가? 에서 지하고를 어느 정도까지 확보해야 할지에 대한 기준 또는 예시(예: 1.8m이상)가 필요할 것으로 판단되었다.

둘째, 연구진이 실제 보행로에 가서 현장답사를 하면서 체크리스트에 의한 평가를 실시하여 범죄안전성 확보를 위해 필요한 체크리스트를 추가가 필요함을 알 수 있었다(표8 참조). 예를 들어, 보행공간에 접해 있는 건물 1층에 위치하는 어두운 필로티 주차장이 많은 범죄불안감을 만들어 내므로 “건물 1층에 필로티 주차장이 있을 때 잘 관리되고 있는가?”라는 체크리스가 추가되어야 된다고 판단되었다. 또 보행로 인접 경계부의 가시성(벽,난간,창)이 범죄안정성에 영향을 미칠 수 있으므로 “보행로 인접 경계부에 보행로 감시가 가능한 난간이나 창문 등이 충분히 있는가?”라는 체크리스가 추가되어야 된다고 판단되었다. 그밖에 범죄자가 숨을 수 있는 공간/시설물로서 건물과 건물사이의 보이지 않는 빈터, 보행로에 튀어나온 구조물 등이 있으므로 이러한 사례를 체크리스트에 추가 예시로 제시해 주는 것이 좋을 것으로 판단되었다.

체크리스트를 수정하고 추가하여, 6개 분야(평가항목)에 총 49개의 체크리스트를 제시하였다.


6. 결론 및 제언

본 연구는 범죄로부터 안전한 보행환경을 확보하기 위하여 우리나라 소규모 보행공간에서의 위험도 평가를 위한 체크리스를 제시하고자 하였다. 연구결과를 요약하면 다음과 같다.

체크리스트의 평가목표는 주거지역 보행로에서 범죄 불안감 저감으로 정하였다. 평가 대상은 폭 8m 미만의 소로 3류로 제한하였다. 대상범죄는 주거침입 강도 및 절도, 노상강도 및 절도로 한정하였다. 평가항목은 자문단 회의 전문가 설문 등을 통해 공간구조와 용도, 조명, 조경, 보안시설, 기타 시설물, 청소와 유지관리로 수정보완하였다. 최종 체크리스트는 핵심 체크리스트와 일반 체크리스트로 제시하였다. 보행로에 범죄자가 숨을 수 있는 공간, 시설물, 나무 등이 있는가?, 보행로의 조명은 적절한 거리에서 타인의 얼굴을 인식할 정도로 충분히 밝은가?, 조경에서는 전방시야 확보가 용이하도록 교목의 지하고는 충분히 높은가? 등을 핵심 체크리스트로 정하였다. 보도와 차도가 분리되어 있는가?, 보행로에 설치된 조명은 백색등인가? 등을 일반 체크리스트로 선정하였다. 예비 체크리스트에 의해 서울시 소재 주거지역 소규모 보행로 2개를 평가 및 현장 답사를 통해 체크리스트의 유용성을 검토하여 체크리스트를 수정하고 추가하였다.

체크리스트의 중요도에 대한 범죄 전문가와 도시/건축 전문가 간에 차이가 있는지를 분석한 결과는 다음과 같다. 도시/건축 전문가는 범죄 전문가에 비해 체크리스트 중 보도와 차도의 분리여부, 보행로의 조명이 타인의 얼굴을 인식할 정도로 적절한 거리에서 충분히 밝은지 여부, 보행로 조명이 백색등 인지 여부 등을 더욱 중요시하지 않았다. 연구 초기, 두 전문가 그룹간에 유의적인 차이가 있을 수 있다고 생각했지만, 모든 항목에서 도시/건축 전문가가 생각하는 중요도가 범죄 전문가의 중요도에 비해 낮을 것으로 예상하지 못했다. 이러한 차이는 도시/건축전문가는 범죄 전문가와 달리 범죄자의 도주경로, 범죄의 사작지대 등 범죄 관련 공간에 대한 분석 경험이 적어서 범죄예방차원에서의 중요도를 높지 않게 생각한 것으로 유추된다.

위의 결과들을 고려할 때 범죄로부터 안전한 주거지역 소규모 보행로를 만들기 위해 체크리스트 내용들을 고려하여 보행로의 물리적 환경이 만들어져야 할 것이다. 예를 들면, 보도와 차도의 분리, 타인의 얼굴을 인식이 용이한 밝기의 보행로 조명, 시야를 가리지 않을 만큼 충분히 높은 보행로 교목의 지하고 확보, 범죄자가 숨을 수 있는 건물 1층 필로티 주차장의 관리 등이 있을 것이다.

앞에서 도출한 예비 체크리스트에 의해 서울시 소재 주거지역 소규모 보행로 2개를 평가하고 현장 답사하여 체크리스트의 유용성을 간단히 검토하였다. 체크리스트의 수정 보완이 필요하다고 생각한 것은 크게 2가지로 정리할 수 있다. 하나는, 체크리스트에 대한 평가자의 해석이나 평가방식이 가능한 동일하도록 체크리스트에 대한 구체적인 설명의 추가가 필요하다. 다른 하나는, 범죄 위험도 평가시 실제 보행로의 상황을 고려한 체크리스트의 추가가 필요함을 알 수 있었다.

현재 범죄로부터 보행자의 안전성 확보를 위해 국내 여건에 적합한 체크리스트가 소수이며 국외 체크리스트들에 대한 타당성이나 효용성에 대한 검토가 충분히 이루어지지 못한 실정임을 고려할 때 본 연구는 의미 있는 연구라고 판단된다. 앞으로 본 연구에서 개발된 주거지역 소규모 보행로에 대한 범죄 위험성 평가 체크리스트들은 보행로 설계시 고려할 가이드라인이나, 건축심의 등에 의한 보행로 설계 검토나 현상설계 심사시 판단기준 등으로 활용되어 범죄 안전성 확보에 기여할 수 있을 것이다.

그러나 본 연구는 범죄로부터 위험도 평가를 위한 보행로 평가 체크리스트 개발하는 과정에서 설문조사나 자문단에 참여한 전문가의 수가 충분히 많지 않았다. 또 본 체크리스트가 다양한 범죄유형이나 소규모 보행로 이외의 중대규모 보행로나 주거지역 이외의 다양한 지역 특성을 고려하여 만들어진 것은 아니다. 체크리스트의 유용성 검토와 수정을 좀 더 잘 하기 위해 더 많은 사례를 대상으로 평가할 필요가 있을 것이다. 따라서 본 연구결과를 일반화기에는 한계가 있을 것이다. 추후 본 연구에서 도출된 체크리스트들을 가지고 실제 보행환경 평가하거나 거주자의 불안감을 조사 등을 통해 체크리스트의 적용가능성을 검증해보는 후속 연구들이 진행된다면 안전한 보행로 조성에 도움이 될 것으로 판단된다.
